None of this matches perfectly with the 1876 Beers Atlas, but given that almost every other picture of Libby Prison appears to be from the opposite angle, I think this has to be facing west, with the railroad bridge over the James in the background. Understanding there may be some artistic license in the image, but I think this is pretty close.
