This photo is taken from an elevated position between two and three blocks north of the James River and Kanawha Canal Turning Basin, which was bounded roughly by Canal, Cary, and South 8th and 11th streets, with the ruined Gallego Mills (pictured) between the east end of the basin and South 12th. Given the angle, I believe the photo was taken from north of the basin, rather than northwest of it. That leaves very few possibilities, as the great fire destroyed nearly everything between the basin and the base of Capitol Hill. The Capitol Square Bell Tower would have been standing, and due to the destruction, its height, and its position on the hill would likely have had a clear view of the flour mills to the southeast. Other possibilities exist but I believe this is the most likely.
