My best guess is that this is a drawing that changed plans significantly before being implemented. It doesn't match temporally or graphically with any of the towers at UR, and it doesn't remotely fit with any of the buildings visible in the 1952 Sanborn either. Boatwright tower wasn't built til 1955 and doesn't match the layout of this drawing. Jepson Hall wasn't built til 1992. Those are, by far, the two most prominent square towers on campus, and neither match here.
